Would any of our Canadian colleagues be interested in weighing in on the election results?
Is the new administration likely to have any impact on higher education in Canada?
(And is it true there is no constitutional "handover" period for the new government to take office?)
I am not a Canadian and have absolutely no interest in politics, but I do like Canada's (and the UK's) electoral rules limiting elections to 11 weeks

As in Australia, a new PM becomes PM when the Governor General revokes the commission of a losing PM and issues a new one, inviting (in this case) Mr Trudeau to form an administration. That's going to happen in two weeks time. In the meantime, the Privy Council Office (ie, the senior ranks of the Civil Service) has been preparing briefing books for the new team. And I'm sure that meetings have already begun to take place. It's typically all relatively seamless and painless - even in the aftermath of a rancorous election like we've just seen.
