Photo IDs

According to this New York Times story, students wishing to take the SAT or ACT will soon be required to supply a photo of themselves at the time they register for the test and produce a matching photo ID when they show up at the test site.  But in most states they need not produce any ID, photo or otherwise, to cast a ballot.
