[a] and [b] strike me as completely separate issues.

Also, can't Congress just accomplish the same thing via its power of the purse, by conditioning funds for passport execution on the recognition of Jerusalem as being in Israel? For that matter, can't Congress, e.g., withhold funds for the American embassy in Israel unless it is moved to Jerusalem?
