"D" is the correct answer, at least according to folks over at the Defense Department who include the question on a written routine training exam.

I think I agree with the answer. Protest is a low-level of terrorism because it’s less brutal than the other choices. I believe protesting just means fighting for your own opinion about some issues regarding employment salaries, limited 70 travel insurance, price hikes and some other serious matters people opposed to. I didn’t even though protesting can be a form of terrorism. I’ve been seeing a lot of protesting on the news. It happens to a lot of countries involving people against their own government. This is very interesting. I’ve learned from this simple question. Thank you for sharing this. I’ll help myself and browse around this site more.
